It would, of course, not be fair to hold the Chilean people responsible for this inimical act, especially since the authorities so promptly made amends. But, taken in connection with the revelations made by the inquiry now in progress at Vallejo, into the Baltimore affair, the patriotic American's blood is made to boil, that this nation has been so long suffering and patient with a government that is so slow to redress wrongs of so grievous a nature. The pretext that the Valparaiso riot was only a drunken sailors' brawl, is disproved by all the evidence. The fact, that police and soldiers were among the principal assailants of our unarmed sailors is reason enough why this government should exact the most complete reparation.
And when to this is added the inhuman conduct of the authorities in refusing the wounded proper surgical attendance, thereby causing the death of one of them, and the pusillanimous conduct of Judge of Crimes Foster and the rest of the Chilean legal machinery, what is there to prevent the United States from enforcing her demands at the mouth of the cannon, and that without delay?
