We have at length the new Constitution of Connecticut, as reported by a committee of the Convention, who are progressing in its discussion and adoption. The constitution is very minute in its enactments. Article I, contains the bill of rights in twenty three sections. Art. II, relates to the distribution of power between the Legislative, Executive, and Judicial departments. Art. III, embraces the constitution of the Legislature, which consists of a Senate and House of Representatives, denominated jointly the General Assembly. The two Houses are to be elected annually, and to hold annual sessions, alternately at Hartford and New-Haven. The number of members in each, to be the same as in the present Council, and Assembly. The Senators to be chosen by a general ticket. The General Assembly however may within two years after the taking of the next census increase the Senators to 21, and district the state for the purpose of choosing them, and may reduce the number of Representatives to one for each town. Art. IV, relates to the Executive Department, which is vested in a Governor to be elected annually. Art. V, The Judicial Department; to consist of a Supreme Court of Errors, a Superior Court, and such inferior Courts as the Assembly shall appoint. Art. VI, relates to the qualification of electors—VII. to religion—VIII, to education—IX, to impeachments—X, general provisions—XI provides for amendments to the constitution.
