LONDON, December 7.

Extract of a letter from Tangiers, Oct. 20.

You may judge of the surety individual subjects have in our despotic government, by reading the following:--On the 24th of September, in the morning, the Emperor of Morocco gave a grand audience to a considerable number of people in the Publick Hall, and on the arrival of his Secretary Chiappe, the Emperor took two letters out of his pocket, and gave the Secretary to read; they were written by one Cardoza, a Jew, whom the Emperor had named his interpreter for the English language, when Mr. Duff was here Consul.--The Secretary read these letters by order of his Majesty, who demanded what he thought of them. Chiappe, no doubt, knowing the custom of the Morocco Court, answered, "Who durst say any thing?" "You have great reason to say so," replied the Monarch, then call Cordoza. This unfortunate man being then brought into the Hall, was, without saying a word, fastened with a cord, and received two hundred blows with a stick; which being done, he was finished with ten musket balls, and his dead body cut in pieces, part given to the dogs and part to the populace.

This Jew was not of the most honest class: he was employed in the office of Lord Sydney, at London, to transcribe the Arabian correspondence.-From London he went to Cadiz, where he committed some fraud respecting insurance, and was taken by the inquisition. On being discovered to be a Jew, he escaped from them here-- he wrote, "that the Moors were all rogues, and that the Emperor never kept his word."-This is the crime for which he suffered.
