Advices from Tampico to the 1st inst. have been received. At that time Tampico was unhealthy. Bustamente entered the city of Mexico on the 17th ult., and was received with demonstrations of joy. Another account says that he was received coldly. Every thing was quiet at Tampico, and business good. A report that the government had determined that no more gold or silver should be exported by way of that city, had created no little dissatisfaction. Matamoras is still considered in a state of siege. News has been received that General Lemus, with 2000 federal troops well armed, was at Monclova on the 24th ult., and contemplated marching on Monterey to attack the Centralists under Canalizo. This general's forces are said to be very weak, Urrea is probably with Lemus. A letter dated Tampico, July 28, says:-
After some delay, the conquering party commenced their system of exactions, and they are trying to collect new duties on goods imported during the revolt. All the merchants have protested against this attempt, and the government, perceiving its injustice, are ready to abandon it. The merchants are burying their goods. Two conductas have arrived with two and a half millions of dollars, and trade seems to resume its former activity. The sickly season approaches, and purchasers are fearful of coming to Tampico. If peace continues we may count on better times.
