The Hon. Robert Morris, Esq. in an Advertisement, dated Office of Finance, Feb. 9, 1784, notifies "those whom it may concern, that the United States are held to the payment of monies in Amsterdam and Paris, for the principal and interest of sums borrowed; which payments will be provided for, out of the funds to be granted by the several states, in consequence of the recommendations of Congress in that behalf made: and that to reduce such payments in Europe to precise sums in America, contracts must be entered into, for the making of them. As it is probable, therefore, that all the states will now speedily assent to the aforesaid recommendations, already adopted by the greater part, the time for proposing such contracts must soon arrive, and, consequently, the persons who may hereafter incline to offer proposals, would do well to obtain in time the necessary informations, & form the proper arrangements with their several correspondents."
