CONSTANTINOPLE [capital of the Turkish Empire] March 4

Two thirds of the Suburbs called Galata, were on the 18th of last month destroyed by fire. 3000 persons perished in the flames, or by the cold, or by the hands of the Russians who took this opportunity of plundering the houses, and massacring their owners. The Caimacam, and other great officers went to the place where it raged, and the former seeing some wretches pillaging the inhabitants of what little they had saved, in order to deter others, ordered them to be thrown into the flames:
