HOUSE OF REPRESENTATIVES.
Thursday, Feb. 15.
Mr. Wheaton, presented the petition of William Rotch, jun. and other merchants of New Bedford, praying demurrage for a vessel detained in the port of London. Referred to the committee of claims.
Mr. Lewis presented the petition of a number of the inhabitants of the county of Alexandria, praying an act of incorporation for a Manufacturing Company--Referred to the committee on the District of Columbia.
The Speaker laid before the House a Message from the President of the U. States, communicating certain resolutions of the Legislature of Pennsylvania, approbatory of the retaliatory system adopted by the government. Laid on the table.
Mr Ingersoll, from the committee on the Judiciary, reported a bill to alter the times of holding the District Court in the District of Virginia. Read twice and referred to a committee of the whole House for Thursday next.
Mr. Taylor from the committee for revising the Militia laws, reported a bill, in addition to an act, entitled an act to provide for calling forth the militia to repel invasions, suppress insurrections and enforce the laws of the Union-- Which was read a first and second time and referred to a committee of the whole House for Monday next.
An engrossed bill for laying off the Territory of Indiana into districts, for the election of Legislative Council--was read a third time and passed.
An engrossed bill for the relief of James Crawford, was read a third time and passed.
Mr. M'Kim submitted a resolution instructing the committee of Ways and Means, to report to the House some practicable mode of procuring at stated periods, an account of the internal resources of the country in natural products, agriculture and manufactures, &c. Laid on the table.
The House in committee of the whole, Mr. King of N C. in the chair, on a bill for the relief of Henry Fanning. The committee rose and reported the bill as amended and the House concurred and ordered it to be engrossed and read a third time to-morrow.
The House in committee of the whole, Mr. Breckenridge in the chair, again resumed the consideration of the loan bill Mr Ingersoll continued the remarks which he commenced yesterday, in support of the bill. He occupied the floor about two hours and a half.
Mr. Montgomery followed, he spoke about half an hour, but had not concluded his remarks, when the committee rose for want of a quorum and the House adjourned
Wednesday, February 16.
Mr. Desha presented certain resolutions of the Legislature of Kentucky, relative to a dispute in the boundary line, between the states of Kentucky and Tennessee. Laid on the table.
Mr. M'Kee presented sundry resolutions of the Legislature of Kentucky, approbatory of the war and of the present administration. Also a declaration that any member of Congress who does not possess virtue and independence enough to vote according to the dictates of his own conscience and the will of his constituents, so far as he is acquainted with it, is unworthy to hold a seat in that dignified body. Laid on the table.
Mr. Ingham from the committee on pensions and revolutionary claims, made a report on the petition of James Williams, which concluded with a resolution that the committee be discharged from the further consideration of the same. Laid on the table.
Also, a report on the petition of Wm. Dent Beall, which was unfavorable, and was referred to a committee of the whole house for Friday next.
Mr. Yancey from the Committee of Claims, made a report on the petition of James Doyle, accompanied by a bill for his relief, which was read a first and second time and referred to a committee of the whole house for Monday next.
Mr. Gholson had leave of absence for ten days from Monday last.
A bill from the Senate to authorise the President of the U. States to build, equip and prepare for service one or more floating batteries, for the defence of the waters of the U. States was read a first and second time and referred to the committee on military affairs.
A bill from the Senate to Incorporate a Fire Insurance Company in the Town of Alexandria and District of Columbia, was read a first and second time & referred to the committee on the District of Columbia.
An engrossed bill for the relief of Henry Fanning was read a third time & passed.
House in committee of the whole, Mr. Breckenridge in the Chair, again resumed the consideration of the Loan Bill.
Mr. Montgomery concluded the remarks he commenced yesterday in favor of the bill.
Mr. Pearson, spoke in opposition to the bill.
