Mr. Serevichkof, the Russian Chancellor, left Washington a few days since, in order to proceed again on board the British fleet, which having previously proceeded down the bay. It is probable that Mr. S. has followed them, and in corroboration of this supposition, we understand that a flag came down the bay on Sunday afternoon.

It is stated that the principal obstacle to an armistice, during the negotiation which is to be opened in Russia, arose from a demand of Admiral Warren, that during the negotiation British ships should be placed upon the same footing that French ships are. To this proposition the President might not have considered himself at liberty to accede, as the act of Congress interdicting British vessels in our waters is in force. Whether the power of a temporary suspension of the act will be given by Congress to the President, or not, we cannot undertake to say. That body meets on Monday next.
