It is stated that the principal obstacle to an armistice, during the negotiation which is to be opened in Russia, arose from a demand of Admiral Warren, that during the negotiation British ships should be placed upon the same footing that French ships are. To this proposition the President might not have considered himself at liberty to accede, as the act of Congress interdicting British vessels in our waters is in force. Whether the power of a temporary suspension of the act will be given by Congress to the President, or not, we cannot undertake to say. That body meets on Monday next.
