AROUND
CAPITOL
SQUARE

FATHERS-Safe
selective service offices are getting decked out for
the drafting of pre-Pearl Harbor fathers immediately after October 1.
pursuant to latest pronouncement
from the Washington bigwigs. In
the background, however, there lurks
the idea that fathers will not be in-
ducted into the armed forces
Around the square and outside se-
lective service circles the im-
pression prevails that the order will be
rescinded before fathers actually are
called for military service.

GROUNDED—With discretion
vested in local rationing boards in
handling cases of violations of
OPA rules, particularly with respect to
gasoline and tire cases. Some boards
are doing very little about it, some
are being exceedingly strict, and a
few are applying common sense to
each problem. An offi-
cal at the Raleigh district office
who declines to let his name be used
said some of the local boards were
going far beyond their authority
but since they were accomplishing
the desired result the district office
is not disposed to interfere. Mean-
time, news comes from Wilson that
taxicabs are being grounded for
stated periods for violations, while
from Kinston it is learned that the
cabs are not grounded but the dri-
vers are, when convicted of misuse of
rationed equipment and fuel.

UNIFORMS—A Navy reserve en-
sign was noted wearing one of the
new gray uniforms. Asked how he
liked it, he said he was disgusted.
Said it looked like a bus driver's get-
up. Naval officers are permitted to
wear their khaki uniforms until they
are worn out, but new purchases
must be of the gray. Chief objection
to the get-up is absence of the
gold braid. Instead there are black
stripes and stars. That's not "sneeze"
enough.

INSURANCE—Insurance is
wasted expense—when you don't
have to use it. Last winter
the building and grounds com-
mittee had to do it. It had to
look around to make provision for less
committee use the revenue but
A whole lot of a downtown build-
ing was leased Then it developed
that arrangements could be made
without using the space: but the
state was stuck with the lease and
has been paying the rent since Jan-
uary 1. The expenditure is "pie"
is insurance, since the departments
had to be housed somewhere.

MOVING The movings
around about the state buildings
tell the story of cramped office space. This week,
moved from the revenue building
to the agriculture building. Space va-
cated will be used by the business-
manager of the insane hospital
board home as must be lenient
for the current mid of certain
corrective features The Dis
bureau want the group hotel
scanty also, Meantime the legal
department is spread out over
55 more than space and the problem of
office space still acute.

Column reports preparations for drafting pre-Pearl Harbor fathers after October 1 pursuant to Washington directives, but rumors suggest the order may be rescinded; local rationing boards vary in enforcing OPA rules on gasoline and tires, with some strict and others lenient, leading to grounded taxicabs or drivers in Wilson and Kinston; a Navy reserve ensign dislikes the new gray uniforms lacking gold braid; state leased a downtown building unnecessarily last winter, paying rent since January 1 as insurance against space needs; departments are moving due to cramped office space, with legal department spread out; rumors circulate of a General Assembly member from a county running for higher office like lieutenant governor or Congress.
