JAPS UNDECIDED IF THEY DEFY LEAGUE NATIONS

TOKYO, Oct. 17. (AP) - Japan is undecided as to whether to defy the League of Nations in the event that the latter refuses to reconsider Tokyo's contentions and questions of legality involving the league and Kellogg pact, which was not violated when the Japanese occupied Chinese territory in 'self defense,' and it is a question whether the League of Nations will be able to prove anything to the contrary, if Tokyo's case is given consideration.

Japanese army authorities characterize the United States attitude as extremely meddlesome.
