Gen. Spinner wants the pay of his subordinates increased, in order that 'a higher order of talent may be secured to the Government.' Which is all bosh. The department clerks, as a general rule, are better paid, and perform much less labor, than men of equal capacity in private life. If a 'higher order of talent' is desired, it can be had by clearing out a lot of the scrubby, useless Radical hacks who are quartered as pensioners upon the different bureaus, and making room for men able and willing to perform their duties. Thousands of such men are to be found, and would very gladly accept the opportunity to employ their time and talents at the rate of compensation now fixed by law.
