BOSTON, March 4.
From St. Pierre, Martinico, Feb. 1, 1799.
"We have with us the Constitution, Capt. Nicholson. We have met three 74's, four frigates, and a 64 gun ship, belonging to the English, who treat us with every possible civility. There are eleven American vessels on the West India station. We sail this afternoon with a convoy of American vessels to clear them of the islands, and to leave them under the charge of the George Washington, captain Fletcher. The Constitution has taken a ship, which had been taken by the French from the English, but her orders would not permit to detain her; which is a great deficiency in our instructions. The Vengeance, English 74, has taken in, and condemned, an American vessel trading with Guadaloupe. What rascals there are who trade with the foes of our country? Glorious news authenticated. There are in Guadaloupe, three 44 gun frigates, which with several privateers, will sail in a few days for France; by reason of which the Commodore, with the Constitution and Merrimack are going immediately off Guadaloupe in quest of them."
