THE following is given in a late London paper as an authentic account of the substance of the speech of Buonaparte to the bankers of Paris when assembled repelling an advance to the government : there are some striking passages in it.-

" Every thing," said he. " stimulates you to the most noble efforts. The great object now in view is to maintain our armies on a respectable footing. and to give to our negotiations the imposing character they ought never to have lost-Let us all unite, let us stand firm together, and we shall not be under the necessity of opening a new campaign in the spring. and 200,000 of our fellow citizens will not be compelled to go and perish in foreign lands. If your fortune and your credit have been compromised under the government which has been overthrown, the cause is easily to be found. It was because none of the measures pursued tended either to tranquility at home nor to peace abroad; neither to liberty nor to public happiness.

Now, therefore, those who step forward to assist the government will have the honour of having obtained that peace so much desired, and having secured the general happiness. I say the honor--that principle so powerful in the mind of a Frenchman. Yes, they will be honored in France and in foreign countries for having aided a revolution which tends so evidently to put an end to that social disorganization, that scourge of humanity, and to that war which has arisen from it."
