The Madisonian, after publishing a column of comments in relation to the discharge of workmen at the navy-yard by the present Secretary of the Navy, says that "the responsibility of throwing them out of employment at this inclement season rests with the Van Buren majority of Congress." This attempt to get rid of the responsibility of a disproportionate expenditure of the appropriation for paying the workmen in the first six months of the year, and thus leaving no balance for the latter months, will not succeed. Besides, the bill authorizing the transfer of appropriations was reported by Mr. Parmenter, from the Committee on Naval Affairs, a decided friend of Mr. Van Buren, and its immediate passage advocated by him and by Mr. Beardsley, another Democrat, in consequence of the discharge of the workmen: but the House considered it their duty to examine more closely into the expenditure than could, on the moment, be done, and therefore gave the bill the usual reference to the Committee of the Whole on the state of the Union. If the administration of John Tyler, with the restriction of the law before them, expended the appropriation for one year in six months, who is to be blamed?—Globe.
