British Proposition to Re-open the Slave Trade.
The Washington correspondent of the New York Times, writing on July 16th, says:
The serious attention of this Government has been called to the contemplated design on the part of England to establish an African Emigrant Society, under the hypocritical pretense of its philanthropic desire to Christianize Africa, but really to monopolize the whole of the African Slave trade into its own hands. It proposes to send these wild Africans to India, where the Cooly system has failed, and also to the British West India Islands. The plan is to establish emigrant agencies in Africa, provide suitable vessels for their passage, make voluntary contracts, see to proper facilities of return by getting the services of the African on as low condition as possible, and thus drive all competition of slavery out of the field, by putting an end to the exigencies which maintain it.
The whole scheme is but a design in association. to break down the planters in the Southern States and West Indies. It is argued that the average cost of a slave in the West Indies is $700, and that a free black emigrant could be landed for about $35, leaving a difference in the first price to cover an infinity of minor expenses. At this rate it is calculated that it will be impossible for our Southern planters to compete with free black emigrant labor, while the slave West India Islands will be prevented from obtaining any more slaves from the coast.
Were England to attempt this course, it would be in violation of the treaty made with England and France for the suppression of the Slave Trade, and her system of free black emigration would be far more inhuman than the present Slave trade, if not more infamous than the present apprenticeship system.
It is expected that our government will signify to England and France that such a course would meet with its entire disapprobation.
