IN THE SENATE.

The Vermont Resolutions were taken into consideration. Different terms of postponement were moved, and supported, but negatived by the board. On the question of adopting the resolutions, an animated debate ensued, which gave the friends of the Constitution and the civil and political rights of the people, an opportunity to display their attachment to those great causes, and which on the other hand, developed the designs and motives of the advocates of the amendment in a manner, which must have convinced every spectator, and happily there were not a few, that every thing however sacred, useful or respectable becomes an obstacle to the full swing of party spirit, or its deleterious malignity must be prostrated. There was much disgraceful cavil and much manly eloquence on the occasion, but like all other questions which can be clothed with a party aspect, it was decided—Yeas 20, Noes 17.
Several amendments were prepared previous to this decision; of these we shall take some notice hereafter. The decision was not taken until after six in the evening.
