We have rumors from Washington again, of probable changes in the Cabinet. All the present members will retire, it is said, with the exception of Mr. Legare and Mr. Wickliffe. Gov. Marcy, Mr. Muhlenberg, Mr. Cushing, Mr. Sevier, and one or two other persons are talked of as the new members. Madame Rumor, however, has told so many stories of changes in the Cabinet, that she is now listened to with much caution. But it is more than probable, that Mr. Webster will withdraw the moment he gets through his negotiations with Lord Ashburton.—Phil. Inq.
