More than 1,000,000 Palestine Arabs are enduring the rigors of winter in refugee camps, subsisting largely on relief from the United Nations, and waiting for some workable solution to their plight.
Thirty-three governments at a fund-raising conference for the United Nations Relief and Works Agency in October promised $27,500,000 for agency activity.
U. S. Delegate, Sen. Bourke B. Hickenlooper, Iowa Republican, pledged that, apart from contributing the largest share of the agency's budget - 70% - the U. S. would give $3,700,000 for any activity that would get at least some of the refugees permanently established in new homes.
The Soviet Union, which has never contributed to the agency, boycotted the pledging conference. It also stayed away from a second fund-raising meeting for the benefit of refugees under the wing of the U.N. High Commissioner for Refugees.
