The New York Herald says that at the meeting of the Garrison Abolitionists, there was a most amusing affair. The principal speakers were Robert Purvis (colored,) of Pennsylvania, and Wendell Phillips (white,) of Massachusetts. The former had nothing but good to say in reference to the members of the Administration, and was particularly complimentary to William H. Seward, as being the first Secretary of State who granted passports to colored citizens. Phillips controverted this point, and gave a very graphic and sufficiently ludicrous account of the transaction, in which Mr. Seward was induced by a New England Senator into giving him a blank passport, with the remark that he might put as many niggers into it as he chose.
