Kentucky.—The rebels and secessionists of this State held a meeting at Frankfort on the 22d, which they dubbed a Democratic State Convention. J. W. Stevenson, the present acting Governor, was nominated for that office. The spirit of the affair may be judged by the following remarks of Jesse D. Bright, formerly Democratic U. S. Senator from Indiana, who was a prominent delegate. On being called out, he took the stand and said:

"He had the same political views now that he had always maintained. He was opposed to the war from the beginning to the end. In Congress he denied the power of the Government to declare war against a sovereign State. [Applause.] He also denied the power of the Federal Government to issue paper money to cut the throats of the people of the Southern States. He never intended to vote to pay a dollar of the principal of the debt. [Cheers] He was opposed to paying a dollar of the national debt in coin. He would, if Democrats so thought, vote to pay the debt in paper, and then let the paper take care of itself. [Cheers.] He was aware that he was not sustained by War Democrats in this opinion.

In conclusion, Mr. Bright said that it was the work of the Democratic party to rescue the country from its present perils. He thought that, in the end, every dollar's worth of property destroyed during the war in Kentucky and Maryland would be paid."
