HAGUE, March 1.
Answer of the Representatives of the French People in Holland, to the Dutch Commissioners appointed to signify to them the ardent wish of the new States General, to see the bonds between the two Republics drawn closer, by a treaty of alliance.
The Representatives of the French People, while they receive in the name of their nation the assurances of Friendship and proposals of alliance made to them by a solemn deputation from the States General of the United Provinces of the Low Countries, look on this event as the pledge of felicity to the two nations.
The National Convention, to whom we shall transmit the wishes you express will know that an alliance with France is now asked for by the States General renewed and regenerated; they will learn with an interest for which we answer, that they are not to treat with the administration which had seconded the efforts of the ci-devant Stadtholder against French liberty, and which called out for peace only when terrified by the rapidity of our victories, and less to spare the blood and treasures of the people, than preserve by a treaty the splendor of its idol; with that government which, suffering its power to be wrested from it by reiterated usurpations of an ambitious house, presented to Europe nothing but an afflicting contrast between the pomp of its titles and the nullity of its power; with that government, in fine, which invested with the sovereignty of the Batavian people, bent under the domination of a foreign court, and under the absolute mandate of a ministerial creature.
We shall transmit with all expedition to the convention the important decree which you communicated in so candid & friendly a manner. They will find in your declaration of the Rights of Man, in your Proclamation of the sovereignty of the People, and in the abolition of the office of Stadtholder, those principles they have long since manifested, but the application of which in other countries they will never require, faithful to the solemn engagement they have taken, never to meddle in the internal concerns of the government of foreign nations.
Your resolutions upon the re organization of your army and the re-establishment of your marine, will not escape their notice when you propose a treaty of alliance. The Convention will know how to value the courage of a people that fought 80 years for liberty. They will not lose sight of the talents and triumphs of your seamen: they know what may be expected from the Batavians upon that element, on which they have so often been victors on the side of liberty, and from which they have snatched the country which they inhabit, a proof, at once of their valour and industry.
If as we wish, the treaty of alliance proposed by the States General of the United Provinces of the Low Countries, and concerning which the solemn deputation you send to Paris to renew the wish, is well received by the government and ratified by the National Convention, you may depend on the unalterable adherence of the French to their engagements. You may rest secure on the power and energy which they will display for the independence of their allies. You will no longer have to dread that ambitious and perfidious policy, which too well seconded by some agents of your government, encroached slowly, but progressively, upon your commerce; and France, which is determined to be free and will be free and respected, will unite the rights and prosperity of its friends, to its glorious destiny.
