Proceedings of the Council.
On Wednesday the 2d instant, the Hon. General-Court met at Concord, and after choosing Ebenezer Smith, Esq. Chairman, qualified themselves, and made choice of the Hon. Thomas Bartlett, Esq. as Speaker, and the Hon. William Plummer, Esq. as Clerk to the Hon. House of Representatives.
On Thursday the House proceeded to examine the returns of the members. On motion of Mr. Hoit, whether John S. Sherburne, Esq. by being on the list of invalid pensioners is rendered ineligible to a seat in the House of Representatives, it was voted that he was not. The yeas and nays being called for by Mr. Wentworth, there were 66 nays and 1 yea, so it passed in the negative.
The four Senators who were returned chosen by the people, viz. The Hon. Oliver Peabody, John Waldron, Sanford Kingsbury and Amos Shephard, Esquires, met the Representatives in the Assembly Chamber, and proceeded to count the votes for President, it appeared that the Hon. John Pickering, Esq. had 3189--Hon. Joshua Wentworth, Esq. 2369--Hon. Josiah Bartlett, Esq. 1676--Hon. Nathaniel Peabody, Esq. 294, and 334 votes for different gentlemen; there appeared to be no choice by the people, the Senate elect and Representatives proceeded to fill up the Senate, agreeably to the Constitution, the Senate and House then repaired to the meeting-house, where the Rev. Mr. Ogden, rector of Queen's Chapel in this town, delivered an excellent sermon from Nehemiah, Chap. v. Verse 19. "Think upon me, my God, for good, according to all that I have done for this people."
The Hon. House of Representatives on Friday sent up to the Hon. Senate, the names of the Hon. John Pickering and Josiah Bartlett, Esquires, as candidates for the Presidency. The Senate proceeded to ballot, the Hon. Josiah Bartlett, Esq. had 6 votes, and the Hon. John Pickering, Esq. 5, therefore the Hon. Josiah Bartlett, Esq. is elected President of this State for the year ensuing. On Saturday a very respectable Committee, Mr. Page, Mr. Smith, Mr. M'Gregore, Mr. Barrett and Mr. Eastman from the House, and Mr. Webster from the Senate, were appointed to wait on the Hon. Josiah Bartlett, Esq. and inform him of his election, they proceeded accordingly, and were very politely received by him. On Monday he set off from his seat in Kingtown for Concord, escorted by the light horse from Concord and Pembroke, and arrived at the ferry about 6 o'clock, P. M. where he was very politely received and escorted to his lodgings by the Hon. Senate, Representatives, private gentlemen, &c. in the following procession, viz.
1st. Section of the cavalry in front at the distance of four rods.
2d. A corps of infantry with music in their front.
3d. The Committee of arrangement and the Committee that waited on the President.
4th. His Excellency the President.
5th. The Hon. Council.
6th. The Senior Senator with the Secretary at his left.
7th. The Hon. Senate.
8th. The Hon. House of Representatives.
9th. The Civil and Military officers of the State.
10th. The private gentlemen attending.
11th. The main body of the Cavalry.

The following vote passed the House of Representatives, without a division, viz. That it is the opinion of this house, that an attorney of the United States for the district of New-Hampshire, is constitutionally eligible to a seat in the Legislature.
