By order of the emperor, afflictive pains have been substituted for the death penalty in certain crimes. Malefactors are chained together with iron collars joined by an iron bar and employed to haul boats and barges instead of cattle. The chains are unbreakable except by the sharpest file. If one dies, the corpse is dragged by survivors until noon. A gentleman eyewitness reports that most of a large group sent to Hungary last year died from the torturous conditions.
