LONDON. Sept. 10.

The licentiousness of the English populace is often a favourite subject of animadversion with Ministerial Writers. yet it is certain, that in the most despotic countries insurrections are infinitely more frequent with the multitude. The following anecdote from Lisbon establishes the position incontestibly :--

A gentleman being condemned to death in the late King of Portugal's reign, for intriguing in a Nunnery, the body of women crowded round the offender, as the officers of justice were leading him to execution, and insisted that he should not suffer till they had been at the palace to intercede for his pardon ; on which they all went to the palace, and sent the King word, that he ought not to let a man be hanged for doing only what his Majesty did every day.--Their clamour procured a pardon for the delinquent : and what they taxed their Monarch with was said to be a fact : for he nightly visited a Nun in the Convent of Odivellas : and what was more extraordinary, carried-his confessor in the carriage on this pious expedition to his mistress.
