At Morlaix, you have daily laying up your men of war: They are doing nothing but ships, docking, building, and fitting out for sea, and all this at Brest, St. Valery, Havre de Grace; and Dunkirk, nothing is to be seen but with the most harmless intent in the world, only to put their marine on a respectable footing you know, and that's but reasonable.
With corn. A tolerable publican will not even let them into their houses. Here they are entertained with open arms, and a brave tar from England, of fire and spirit, need no other recommendation to his being made a Boatswain, Gunner, or Quarter-master, on board French man of war, than a weather beaten hard masculine face, accompanied with that certain je ne sais quoi in his countenance, for which one of your trading justices of the Peace would so soon send a man to Newgate, only for carrying about with him; they are signs of his being an unlucky dog, and consequently will fight. Your late treatment of the Scotch too, is vastly unpolitical; it sends them over here in droves. This court desires no better entertainment than to see divisions among you: To be sure, if they are treated with contempt, where they expect to hold protection, they have a right to seek for shelter elsewhere; and the Armies, Navy, and Colonies of France, will find room to stow them.
