It is expected that these vessels are dispatched for the purpose of announcing to France and Great-Britain, the future intentions of this government in case those two nations do not revoke their offensive decrees. No doubt our late supplementary embargo law, with the non-intercourse law, will be sent on also. We have but little expectation that these measures of coercion will produce the effects, which their advocates have calculated upon. There is a repugnance in the weakest nations to negotiate with a rod held in terrorem; proud and powerful nations will be less disposed to yield, especially when, as we believe, their interest is in the way; for we do also believe that our measures of restriction, are perfectly agreeable to both nations.
