This edict is no doubt the severest of all the harsh measures pursued against the French emigrants, Those, who might be tempted to escape its severity should know, that the Prince, under whose authority it has been published, is the same who in 1792 granted a free passage to the Revolutionary army, under Custine, through his dominions, when marching to the siege of Mentz, and in 1793, refused the same passage to the corps of General Wurmser; intended to cut off the retreat of the French revolutionists, when they were obliged to abandon the environs of Mentz, and to retreat into France.
