There is really much that is objectionable in the system as at present conducted and it is extremely doubtful whether it is not more expensive than useful. But just how or when our neighbor of the Times hopes to see the reform adopted in West Virginia without the agency of a Constitutional Convention, we cannot quite see.
While advocating several measures of much importance to the welfare and progress of the State, the Times still keeps standing in its columns that useless paragraph "Down with the Convention iniquity," &c. Before all the constitutional changes that the Times and the times demand can be made by amendment in the manner provided by joint resolution of the Legislature, the State will be so far behind her sisters that she will never be able to compete with them in the race for wealth and power. A Constitutional Convention is the only feasible plan of progress and reform.
