Cassel, Oct. 7
The following decree dated at Napoleonshoch, September 26, has just been published :
Jerome Napoleon, &c. Our decrees of the 14th March and 17th September last, establishing a line of custom houses between the Rhine and the Weser, and extending this line along the borders of the Elbe from the Saxon frontiers to Hamburg:
Upon the report of our minister of finances and commerce, have decreed and do decree :
Art. I. That all merchandise of English manufacture, and colonial produce, shall be seized and confiscated on touching the frontiers of our kingdom, under whatever color it may be imported.
Art. II. Except all colonial produce captured and sold at auction by French officers, being accompanied by proper certificates.
[The remaining eight articles of this decree merely relate to the manner of sale. division of the property, payment, &c.]
