No-Bias Job Law Passed By Assembly

Arizona had its first civil rights law on the books this week and the Jewish community of Phoenix had a hand in getting it passed.

It is known as the Equal Employment Opportunities Act and was signed into law recently by Governor McFarland following its passage by the Arizona legislature.

Prime mover in its enactment was the Arizona Council for Civic Unity. The Phoenix chapter of the council is headed by Herbert B. Finn, attorney and member of the Jewish Community Council's community relations committee. The Phoenix group also has the official backing of the Jewish Community Council. Individual Jewish organizations likewise took part in the campaign which led to adoption of the bill, and the measure had strong support from the Anti-Defamation League of B'nai B'rith.

Covers Public Hiring

Jewish members of the legislature were among the principal champions of the measure as it moved through the two houses.

They included Reps. Sidney Kartus of Phoenix and Harry Ackerman of Tucson and State Sen. Harold Giss of Yuma, who is a member of the Arizona regional advisory board of the Anti-Defamation League.

The new law prohibits discrimination, by reason of race, creed, color or national origin, in employment by the state and its political subdivisions, including counties, cities and schools. The law also bans discrimination by firms holding public contracts of $1,000 or more. These firms are required to write the so-called "Eisenhower" clause into each of their public contracts, pledging that there will be no discrimination in hiring, firing or up-grading.

The clause resembles that which President Eisenhower has ordered for federal contracts.

Violation of the law constitutes a misdemeanor punishable by a $500 fine.
