Extract of a letter from a gentleman on the Mississippi, to a citizen of this place, dated New Orleans, Feb. 11, 1787

"This colony at present thrives, and enjoys perfect freedom and tranquillity. Our governor and intendant live harmoniously, and in their respective spheres are admired, vying with each other, in promoting the prosperity of the province, and this is the only contest between them. His majesty is very indulgent to his new subjects at the Natchez, and allows them ten dollars per cent. for all their tobacco, delivered here in carots, paid in silver."

The above extract shews the wisdom, and at the same time the policy of Spain, by promoting and encouraging the settlement of the back country.--Thus she will secure the hearts of a great people now settling on the western waters, while the United States are divided, and about, abandoning them for ever.--Vide Brackenridge's learned speech on this important subject, and adopt some remedy before it be too late.
