The Prussian general Ruchel, who is represented as the head of the war party in Prussia, is a Silesian Gentleman, of rather less than 50 years of age, and is in general looked on as having a certain theoretical acquaintance with the military art, the application of which is sometimes attended with difficulty in the field of battle, witness what happened to Gen. Mack, and to many other famous Generals in theory. Mr. Ruchel has been unable to acquire any practical experience, since the Prussian army has made no real campaign, for these 21 years past, i. e. since the year 1778.
