PROCLAMATION,
Of the National Commissioners, to the citizens of Grand and Basse-Terre, (Guadaloupe.)

CITIZENS,

REPUBLICAN government supports neither chains nor slavery; accordingly, the National Convention has just solemnly decreed liberty to the blacks, and has entrusted to the Commissioners the execution of this decree. There ought to result from this natural enumeration of the rights of civil society, 1st. Beneficient equality, without which the political machine is like a clock whose balance has lost its just equilibrium, and its perpetual motion.

2dly. A general and particular administration which shall guarantee the property already acquired by some, and the fruits of the labor and industry of others.

Citizens of all colors, your happiness depends on the execution of this law. The delegates of the nation guarantee to you a mode, which will be the safe guard of all the friends of the French Republic, against those who have been, and still wish to be your oppressors. The white citizens ought with cordiality and fraternity to contribute to the competent support of their black brothers and people of color, and those last should never forget, that they who have no property are obliged to provide by their industry, for the subsistence of themselves and families, and by this mean to contribute also to the support of their country.

Citizens, you are become equal, only to enjoy happiness, and to impart it to others. He who would be the oppressor of his fellow-citizen is a monster and ought to be banished from the social world.

The delegates of the nation order all the administrative bodies, municipalities, armed force, and every individual, to be registered without delay for the execution of the above law: and they rely upon the fidelity of every individual, for the safe-guard of the French Republic; and upon the law for the protection of all citizens, their estates, and the fruits of their industry.

The present law and proclamation is ordered to be printed and published.
