PERSONA NON GRATA TO PARIS
PARIS. Oct. 5 (P)—M. Briand, the foreign minister, sent instructions tonight to Jean Herbette, French ambassador at Moscow, to inform the authorities that the French government no longer considered Christian Rakovsky persona grata and desired that a new soviet ambassador be sent to Paris.
The recall of M. Rakovsky, soviet ambassador to France, by the Moscow government, has been expected for several days. Owing to the delay and because of reported interviews which the French minister was having with Maxim Litvinov, vice foreign minister at Moscow, the French government decided to press its wish for the appointment of a new soviet ambassador.
Rakovsky has been charged with having advocated a revolution by the workers of the world and with inciting the troops to rise against all capitalistic governments. The French cabinet at a meeting at Rambouillet a few days ago decided to request Moscow to appoint a new ambassador, but disclaimed any desire for a break with Russia.
