Foreign Ministers In A Pet.—A friend writing, says the Standard, from Washington under date of February 23d, says: "The absence of all the foreign Ministers from the procession on Wednesday, to inaugurate the statue of Washington, is a subject of much comment and discussion. The President alluded to it most pointedly in his address to the New York Regiment, and the consequence is a great flurry among the Counts and Lords and Chevaliers. They are to meet for a conference to-day, and we may expect the State Department to be beset for the next week with notes and protocols, and protests. The alleged reasons for their absence are that they were not invited, (apparently conclusive,) and that the place assigned them in the programme, after the Senate and House of Representatives, was an insult to their dignity as the envoys of monarchs and independent sovereignties."
