The sinking of three American ships without warning by German submarines makes active war between the nations inevitable. The sooner war is declared, the better it will be for this country and for the world.
Let us understand the situation fully:
1. Germany began the war in Europe under the belief that owing to her thorough and secret preparations France could be conquered within a few months and that she then would be overlord of the world, enabled to dictate such commercial treaties as would insure the unrestricted markets of all mankind for her products and her shipping.
2. The conduct of the war by Germany from the beginning was one of savage cruelty, without regard to international law or the rules of civilized warfare. Belgium was devastated, cities were burned, old men and women were first seized as hostages and then executed on any sort of pretext, the country was looted of all its resources and, but for the generosity of Great Britain, France and the United States, 7,000,000 people would have been starved to death. Not one mouthful of food was provided by the German conquerors for the non-combatant population. The kaiser's program of "frightfulness" was carried out with all of the cruelty of Sitting Bull coupled with German efficiency.
3. In view of this record, Great Britain declared a blockade of the German ports, and her superior fleet enabled her to put it into effect. Then Germany declared, contrary to all international law, a submarine blockade of Great Britain. In pursuance of that policy the passenger liner Lusitania was sunk without warning and more than 1,000 non-combatants sent to their death, including many women and children and more than 100 citizens of the United States. War between America and Germany was imminent, but Germany promised to conduct her future submarine operations more humanely, and to see to it that ships were not torpedoed without warning. This promise was repeatedly broken.
4. Germany, some weeks ago, notified the neutral world that ruthless submarine warfare would be resumed for the purpose of starving the British people into making peace, and the United States recalled Ambassador Gerard and gave Ambassador von Bernstorff his passports, thus severing diplomatic relations.
5. A letter was intercepted from the German foreign minister to the German minister in Mexico, in which the latter was instructed to secure the co-operation of Mexico and Japan for simultaneous attacks on the United States. Mexico was promised restoration of Texas, New Mexico and Arizona as her reward for participation in the humiliation of the United States.
This, in brief, is a record of the major activities and policies of Germany since the war began. Of course, there have been intrigues and conspiracies in the United States to an astounding extent, all fomented by the German government.
The time has come to act decisively. This country cannot remain an armed neutral. Germany must be punished, her militarism must be crushed, her fleet must be destroyed. She must be taught that she cannot dominate mankind. The kaiser must be dethroned as a menace to the human race, and the lesson must be severe enough to insure peace in the world for many years to come.
