The Navy—There is a movement in the French navy, which it may be well to look at in reference to the present state with this country. It is stated, on the authority of a letter from Marseilles, that a number of French ships are fitting out at Toulon—destination, of course, unknown. There is no ship in our harbor the nature of which is taken with so much secrecy and precaution as that of the French, and this movement may be done in reference to the course which one administration may adopt relative to requiring explanation.
