How the New
Manpower Setup
Will Function

HERE is how the new manpower setup will work:

At the top is the Labor-Management Manpower Policy Committee. Arthur Flemming, Defense Mobilizer Charles Wilson's manpower adviser and Frank Graham, the Labor Department's Defense Manpower Administrator are co-chairmen.

This committee will handle all policy questions involving mobilizing, training and using manpower in the defense program. It has nothing to do with the military draft.

There also will be regional and area manpower committees. Regional directors of the Bureau of Employment Security will serve as regional heads for the Defense Manpower Administration. These men will head regional Labor Management Committees for Defense Manpower.

Finally area Labor Management Committees for Defense Manpower will be set up where there are special manpower problems.
