A late paper, printed at Ratisbonne, in Germany, has the following paragraph: "It is folly to talk of an actual invasion of France, in the spring: no such thing is seriously intended, in any shape whatever. The French Constitution is here considered rather as a philosophical trifle than a political code; and which may answer very well in theory, but not in practice. The rumours of warlike preparations, invasions &c. are not without design; being meant to keep the minds of the French nation in a state of anxiety, to oblige them to incur extraordinary and exorbitant expences, and thus exhaust the kingdom, till discontent shall have fomented such divisions amongst the people, as to render them an easy prey without the intervention of foreign assistance for that purpose."
