IMPERIAL SPLENDOR CONTRASTED WITH REPUBLICAN SIMPLICITY.

The President of the U. S. addresses the Legislature of his country, in the form of a Message. Behold the pomp with which the Emperor of France addresses his Imperial Senate.

Paris, October 25.

The following is the ceremony for the opening of the Session of the Legislative Body:

Article 1. On Tuesday the 25th of October, at seven o'clock in the morning, the imperial Guard will occupy all the posts of the Hall of the Legislative Body, under the command of the grand Marshal of the palace.

2. The emperor will set out from the Thuilleries the same day at 12 o'clock, and proceed to the Legislative Body.

3. The procession will be opened and closed by bodies of cavalry, headed by the commandant of Paris.

4 and 5. The procession will proceed by the usual streets, and in the usual form to the great door of the Legislative Body.

6. A discharge of artillery will announce the departure of his Majesty from the Thuilleries, and his arrival at the Hall of the Legislative Body.

7. The President and 25 Legislators will proceed to the outward door to receive his Majesty.

8. The Council of State will set out from the Thuilleries at eleven o'clock, and a deputation of the Senate, consisting of twelve Senators, will leave the palace of the Senate at eleven o'clock.

9. When the emperor and his attendants arrive, the council of State and the deputation from the Senate will successively enter into the Hall of the Legislative Body. The Counsellors of State will seat themselves on the first range of benches; and the twelve Senators will be seated before the throne, on twelve chairs prepared for them.

10. The emperor after resting himself in the apartments arranged for his reception, will proceed to the Legislative Body through the library and gallery, followed by his attendants in the accustomed order.
