The Beginning of the present Summer four English Captains hired a Coach for the Day, on a Party of Pleasure. In their Way they met this Prince, in his Equipage, coming to Petersburgh, and had almost passed him without making their Obeisance, or showing him a proper Respect; a heinous Offence, as the Russians, from the most savage, are become as polite and ceremonious as our good Neighbours the French. His Highness, seeing they were Englishmen, and being conversant in the Language, put his Head out of the Window of his Carriage, and, waving his Hat, cried out, Wilkes and Liberty, huzza! The Grand Duke is about seventeen Years of Age, being born in October 1754; a Youth of a sprightly Disposition and promising Genius, and bids fair to make a Figure in the Annals of History.
