The Situation.—There is nothing new in the military situation. The concentration of national troops at this point continues, and even at an increasing rate. It is assumed by the writer from Hagerstown and Williamsport, that General McClellan, with a large force from the West, is to cooperate with General Patterson, either by a direct junction, or by acting on the rear of the enemy. This may be the ultimate purpose of General McClellan, but, for the present, he seems sufficiently occupied with clearing Western Virginia of hostile troops. He has certainly five regiments at Philippi, and it seems to be agreed that he has meditated an expedition up the Kanawha.

It is hoped here, that Colonel Wallace was in error in his report that the two Pennsylvania regiments sent to his relief declined, or hesitated, to cross the Maryland line. Undoubtedly Colonel Wallace was so informed, but there may still be some mistake about it.

No new developments in the military situation; Union troops continue to concentrate near Hagerstown and Williamsport at an increasing rate. Assumption that McClellan will cooperate with Patterson against the enemy, but currently focused on clearing Western Virginia with five regiments at Philippi and planning a Kanawha expedition. Hope that report of Pennsylvania regiments hesitating to cross Maryland line for Wallace's relief is mistaken.
