Harrisburg, Sept. 18.-A warrant for the arrest of Milton M. Kephart, former state treasurer, on charge of malfeasance in office while state treasurer during his two-year term ending May 1, 1921, was issued by Alderman W. I. Windsor Jr.

Kephart is said to be at his home in Connellsville, and prosecuting officials indicated their desire to give him opportunity to appear here and accept service of the warrant.

The warrant was issued on an information prepared by Deputy Attorney General George Ross Hull and sworn to by County Detective William I. Windsor, Jr., charging Kephart with failing to keep a "true and correct account of all moneys" received and expended by him while state treasurer, as prescribed by law.

It specifically charges that on October 11, 1920, he received certain funds, which are listed with the information, totaling $41,462.68, which he did not enter of record, and that for every day thereafter throughout his term he violated the law in like manner.
