SUGGESTS SOLUTION FOR DELINQUENCY
Flagstaff, Aug 8—Cooperation and teamwork by civic groups in providing leisure-time activities for teen-agers. was seen as the solution of the juvenile delinquency problem by Russell Jackson, of Phoenix, coordinator of community affairs who spoke on "Arizona's Human Resources" at the Arizona State College here Tuesday night.

"The first step to be taken by every community,' Jackson said, "is to set up a community council composed of representatives of all civic organizations to coordinate plans for leisuretime activities. such as parks, community centers, recreation areas and part time work programs for children.

Juvenile delinquency, he stated, is basicly due to failure of homes, schools. churches. and communities to meet the personal needs of all children.
