Latest News From Europe.-The packet ship Sheffield has arrived at New York from Liverpool, bringing London papers to Nov. 7. It will be perceived from the paragraphs which we copy below, that Mr. Barton, our Charge d'Affaires at Paris, had made preparations for leaving the country, but for reasons not clearly explained, he had not left. It does not appear to us that in the present state of the affair, it is of the least consequence whether Mr Barton leaves France or not. It depends upon the interpretation which the French government give to the President's Message, what course they will pursue in relation to the execution of the treaty, and it cannot be doubted that whether Mr Barton leave France or not, our government will give them the opportunity to execute it, after the reception of the Message.

It was confidently reported yesterday, that the Charge d'Affaires of the United States had, in compliance with the orders of his Government, demanded his passports, and was to quit Paris within two or three days.-- Mr. Barton was going to set out for Havre, to embark on board the ship Poland, when an unexpected incident retarded his departure for a few days. We know not whether this delay be owing to new instructions received by him, or whether our Ministry has made some new concessions to the diplomatist.- Notwithstanding these facts, we would not consider the departure of Mr. Barton to be the signal of rupture. It is an expectant measure. We cannot lose sight of the fact that the American Congress does assemble before December, and that the election of the new President, which is to take place in March, will adjourn to that period the definitive settlement of the discussion between France and the U. States.
