The Democratic Council of Lincoln Profess to Have a Test Case.

The Democratic council of Lincoln will meet next Friday evening. Their attorney says that a definite line of action has been determined upon. They are to elect one or more officers that will conflict in authority with the officers appointed by the Republican council. Cases will then be instituted, under quo warranto proceedings, and the decision on the title of one person to office will settle the entire question.
