Although in common with our fellow-citizens, we most heartily rejoice that Congress has recognized our volunteer war indebtedness, in such a manner that it virtually amounts to an assumption: and despite the opposition and detraction of Gen. Wool, and satellites, that a Commission has been appointed to adjust and audit the same; yet in the appointment of that Commission, whilst a member of the board has been selected from Oregon, we cannot understand why this territory was not considered as entitled to a member. We cannot understand why, after Gen. Lane had succeeded in procuring the appointment of Mr. GROVER, of Oregon, he should desire to have promised to him, that Capt. INGALLS and Capt. SMITH, of the Army, should also be appointed, to the exclusion of a member from this Territory. We could have no objection that one of those Army officers should be placed upon the board, but we claim, at the same time, that this Territory is as deeply interested in the adjudication of the war debt as is Oregon, and that our citizens are as equally and justly entitled to a representative on the Commission. As it appears that Gen. Lane has only been promised that the officers of the Army, above mentioned, should be appointed as members of the Board, we trust it may yet transpire that that promise has been arrested ere it has been fulfilled, by our delegate, Col. J. PATTON ANDERSON, by seeing to it that this Territory be placed upon something like terms of equality with Oregon in the appointment of a Commission to examine and report upon the war indebtedness of the two Territories.
