The Richmond Inquirer, in opposition
to the opinion of some of the south-
tern prints, that the President has authority, and would immediately order the occupation of the Floridas by our troops,
remarks: "The Executive cannot issue any such order, agreeably to the constitution of this country. They dare
not do it. They will not do it. No;
we do not believe for one moment, that
Mr. Monroe has the most distant idea of
such a measure. No. If he thinks we
ought to occupy Florida, he will wait for
Congress. The Representatives of the
people alone can authorize an act of force
against a foreign nation."
