BERLIN, May 29 (AP) An authorized Government spokesman, in a short statement on President Roosevelt's address, called the President "tactless" in gathering Latin-American and Canadian diplomats about him in such a declaration of policy, and intimating an effort was made thereby to create the impression the policy of a unified Western Hemisphere is in approbation.
The spokesman said that Germans questioned the right of the President to speak for the American people in all particulars of German-American relations and aid.
He said: "The general impression here on the address is that it presented little new, and the only real development was the declaration of emergency for America, consequently a requirement of greater sacrifice for the American people. We feel that the President spoke uncertainly on many points, probably as a consequence of the number of reverses he has suffered."
