At 11 o'clock, A. M., the 38th Regiment formed into line under the immediate command of Col. Keeton, assisted by Lieut. Col. Amos I. Reid, one of the most efficient officers in the Regiment, and was marched to a suitable field for drill and inspection. Brigadier General Trotter, with his aids, Major McDugald and Col. House, soon appeared upon the ground, and went through a thorough inspection and drill of the Regiment. The General then addressed the Regiment in a sensible and appropriate speech; appealed to the pride of the citizen soldier; pointed out defects and deficiencies, and was justly severe upon palpable neglect of duty. A speech better suited to the occasion could not have been made. It was brief, but should its advice be adopted, the discipline of the 38th Regiment will marvellously improve. General Trotter is a favorite with his Brigade: wherever he has yet been, praise has followed; and he himself proves by his conduct that the office of Brigadier General was admirably well conferred. Major McDugald followed, in a speech replete with his usual eloquence - an eloquence distinguished by that terse, emphatic mode of expression which carries with it almost instant conviction.
Early in the afternoon the Regiment was dismissed. During the entire day, everything was characterized by order and peace, to the exceeding gratification of every order loving citizen.
